Like a broken record I ask - TCO soon? NO. Despite what the sellers keep saying ("Everything is done! All the inspections are done! blah blah blah...") Several items are waiting to be signed off including: sprinklers, standpipe, plumbing, CO2 detectors and smoke detectors among other things. Check the list HERE. Will a TCO be issued by Easter? I doubt it but we'll see...

First I’d like to say that I understand your frustration (we have too), and as a buyer from oversee that communicated directly with the sponsor I found the following.
Inspection can be conducted, but the final X/signoff can be pending due to other paperwork.
Once the building has all inspections under Passed - it means that a DOB inspector was there and checked that the entire job was completed per NYC DOB codes.
The next step is the plumbing sign off (which includes the stand pipes and sprinkler), due to DOB bureaucracy it can take weeks.
Since the building has Electric, construction and Elevator signoffs,
And it did get X for the plumbing work, and Stand Pipes and Sprinklers passed, I do believe that there is matter of a week to two weeks to get TCO.
In addition, most of the 21 required items are papers that usually architects or engineers submit them at final stage when they asking the TCO.
As a person that familiar with the process, your claim in regards to the inspections is not completely valid.
